Rockman Online Teaser Trailer

So here is the teaser to a new Rockman/Mega Man game that's apparently only available in Korea. All I am able to gather is that this game appears to mix classic Mega Man characters with Mega Man X characters. But seriously, why is this exclusive to South Korea only though O_o?
